Goods imported from AGOA-eligible countries are not exempt from the Trump administration's 2025 tariff actions imposing 10 to 30 percent "reciprocal" tariffs on most African goods, substantially limiting how much actual advantage the preferential tariffs still provide to African exporters. US Trade Representative Jamieson Greer said on February 3, 2026, that the administration intends to work with Congress to "modernize the program to align with President Trump's America First Trade Policy," signaling possible further changes ahead.
For Ethiopia and other African nations that have historically relied on AGOA for preferential market access to boost exports and economic development, the one-year renewal combined with the reciprocal tariffs creates significant uncertainty. The short timeframe leaves little visibility into AGOA's status beyond December 2026, complicating long-term trade planning for African exporters and investors, including diaspora-based enterprises seeking to maintain or expand business links to the US market.
